POSITION SUMMARY: 

The Anchorage Reentry Coalition Coordinator (ARCC) serves as primary lead and coordinator of systems to address prisoner reentry efforts in Anchorage. This position coordinates multi- stakeholder and sector efforts to provide each returning citizen the opportunity to integrate into the Anchorage community. The ARCC collaborates at the state and local levels to support community systems working with reentrants from the time they enter prison through their successful transition, reintegration, and aftercare in the community. The ARCC manages the Anchorage Reentry Coalition and is guided by the Steering Team. The ARCC facilitates objectives, activities, and actions outlined by the funder, as well as the Steering Team. The ARCC ensures stakeholder knowledge and recruits program support and sponsorship from diverse groups within the community. The ARCC serves as a liaison between the local community, support staff, and affiliated agencies to ensure the execution of program logistics and client success for both community-based strategies and coalition-led case management programming. The ARCC is a term-limited, grant funded position through the Alaska Mental Health Trust Authority. NeighborWorks® Alaska serves as the fiscal agent for the program and is providing administrative and financial management support to the Anchorage Reentry Coalition and the ARCC.

ESSENTIAL FUNCTIONS: 

  1. Coordinates and communicates the evolving design of the Anchorage Reentry Coalition Strategic Plan’s goals and strategies; facilitates the process of open communication and effective coordination to ensure community input is captured, the community has an accurate understanding of reentry efforts and expectations for implementation are clearly defined.
  2. Responsible for facilitating and executing the communication strategy; serves as a liaison between local community stakeholders and the State leadership working in reentry efforts to ensure efforts address community concerns and overall response. Coordinates meetings, focus groups and other local events to ensure effective two-way communication channels are established and maintained at all levels within
  3. Partners with the local community leaders and other stakeholders to identify access and retain community assets and services to provide a seamless transition for returning citizens, thus improving their chance for successful integration. Proactively identifies and recommends actions to mitigate the impact of policy and operational barriers among stateand local agencies and critical support channels that are essential for both strategies and reentrant success. Establishes and leads diverse committees of local representatives to address program related issues, solicit community support and serve as program advocates.
  4. Conducts and updates assessments and community wide plans, including annual coalition capacity assessment, community readiness assessment, resource assessment and comprehensive community plan.
  5. Contributes to the oversight and management of the Anchorage Recidivism Reduction Grant; collaborates with the Re Entry Support
  6. Partners with local stakeholders to facilitate and/or attend various outreach initiatives to build and maintain relationships with community
  7. Complies and promotes compliance with all applicable laws, regulations and agency policies helping to strengthen and maintain an ethical organizational culture. Immediately reports serious incidents, allegations of abuse, or sensitive situations and completes incident reports in accordance with agency
  8. Manages different tools and approaches for external communication and engagement, including Facebook, Anchorage Reentry Coalition website, coalition partner database, digital meeting platforms, in-person meetings, engagement with media contacts, and other means as
  9. Performs other related duties as assigned

MINIMUM QUALIFICATIONS: 

Behavioral Competencies: The Coalition Coordinator should either have existing skills or ability to learn effective communication, community convening, community organizing, brokering, coordinating and systems building.

  1. Communication: The Coalition Coordinator must have excellent communication (both written and verbal) skills to facilitate connectedness among all implementation stakeholders.
  2. Community convening: The Coalition Coordinator must possess the skills to bring diverse stakeholders together, build consensus around reentry issues, and catalyze action and leadership within communities toward transition
  3. Community organizing: Organizing within communities involves training Steering Team and general coalition members, facilitating Steering Team and Committee meetings, and building partnerships among key stakeholder
  4. Brokering: When acting as a broker within communities, the Coalition Coordinator can benefit from maintaining a degree of neutrality to negotiate effectively through community conflict. Extensive skills in brokering and fostering neutrality will be a central requirement of a Coalition Coordinator.
  5. Coordinating: The implementation planning is challenging to coordinate. Maintaining connectedness to community activities will require extensive coordination by the Coalition
  6. Systems Building: Building systems and shepherding cross-systems change requires a complex set of skills. The Coalition Coordinator must have experience in building and managing system-wide

Education or Experience: Bachelor’s degree (B.A. /B. S) or equivalent from an accredited institution. Preferred degree in Public Administration, Public Relations, Social Work, Sociology, Liberal Arts, Public Health, Urban/Community Planning, Criminal Justice, or related field. Demonstrated equivalent work experience may be substituted for the education requirement. Must be able to receive clearance from the Department of Corrections to enter facilities. Minimum of 4 years of job specific experience that includes but is not limited to the following:

  1. Working in one or more of the following fields: Public Relations, Community Affairs/Community Development, Legislative/ Government Affairs, Corrections, Criminal Justice, Human/Social Services, Urban Planning, and/or Public
  2. Demonstrated experience partnering with community and civic groups, community and civic leaders, agency leaders, public officials and the public to gain support for program initiatives
  3. Demonstrated experience communicating with and gaining support from a wide variety of individuals from various socio-economic, cultural, ethnic, educational, and other diversified
  4. Familiarity with conducting, synthesizing, and circulating community assessments and planning
  5. Demonstrated experience in planning and facilitating successful community meetings and events with diverse audiences to discuss complex and sensitive
  6. Demonstrated experience in working with community stakeholders to conduct broad based assessments of community conditions, systems, and needs, identify gaps, and develop action plans to address those
